Vettel - Is four-time champion's plan to save classic F1 races right?

Sebastian Vettel has added his name to calls for F1 to employ a calendar rotation to ensure classical tracks are not lost from the sport.
The addition of Las Vegas and Qatar to the 2023 calendar and increased interest from countries across the globe in joining the sport is expected to apply pressure to the more traditional European races going forward.
Vettel said it would be "horrible" to lose those races before suggesting the calendar should rotate year to year, but is that a good plan?
