I can think of two reasons why Leclerc refuses to point finger of blame for Ferrari failing.
1.) There is probably a clause written in his contract with Ferrari that prohibits him doing so without severe repercussion.
2.) As Toto Wolfe has alluded too several times as well as anyone following F1 is aware, since the FIA clarified the rules on the regulations of fuel consumption, Ferrari has suffered from a significant reduction in the amount of power produced by their ICE.
