'20 years' of underinvestment': The bleak truth about once mighty Williams F1 team
They're a long way from their glory days
Williams F1 chief James Vowles has insisted that the team cannot fix 20 years of underinvestment in 12 months, offering a bleak update on their current situation in the cost-cap era.
The first half of the season has been a difficult one for Vowles and co., with the Grove-based outfit currently sitting ninth in the constructors' standings ahead of the Dutch Grand Prix.
Only Aston Martin and Cadillac have fared worse so far, and with the former having introduced major aerodynamic and engine upgrades in recent races, Williams could soon find themselves in an even worse position.
The team did confirm good news this week, with both Carlos Sainz and Alex Albon signing long-term deals to remain Williams drivers, but Williams know that having a strong lineup will not fix all of their problems.

James Vowles lays Williams difficulties bare
Vowles outlined his plans to continue to improve Williams' standing in the sport, but was frank and forthright about the uphill battle that the team faces.
“We're feeling a lot of pressure now, on a personal level, because things have to go right," Vowles said, as reported by Autoracer.it.
"So, we're not going to solve Williams' problems in 12 months. That's not going to happen. This is 20 years of underinvestment."
Williams' underinvestment has also been 'locked in' by the current cost-cap regulations, according to Vowles.
"The cost cap is a great thing, but it’s also locked in 20 years’ worth of underinvestment," he said in an FIA press conference ahead of the Dutch Grand Prix.
Vowles making long-term decisions
Any hopes of a swift Williams turnaround also appear to have been dismissed, with Vowles revealing that all of the decisions that he is currently making are for the long-term, rather than to fix short-term issues.
“We need to take into account everything that has happened over the past 20 years," Vowles added, via Autoracer.it.
"We certainly can’t dredge up every single problem that occurred in a single year. It’s simply not possible. However, we will ensure that every decision we make is the right one for our long-term success.
"If I were to make all the right decisions for the coming year just to save myself or a driver, it would mean a brief spike followed by another decline.
Vowles added: "And that might mean we don't achieve the desired success rate by 2027, but it will mean we make progress in the next five years."
